SharePoint native functionality does not support fully customizable rank rearrangement for list items. SharePoint users are allowed to reorder items or folders manually for link lists only.

List Item Ranking enables users to re-order the rank of list items in all types of SharePoint lists. With it, users are able to move any list items to any positions by simply click the buttons. This has considerably extended the default SharePoint capability.
